There is no official tier list. What the sources support: Survivor is the safest first clear, the 1.0 notes single out the Vampire, the Japanese guide calls the Surfer's dash extreme, and Death is a hard unlock that players say is not instantly strong.

Three layouts with a player behind them
Four miniguns
A Reddit run shows four miniguns and mentions a repeater plus a pump in the comments. The fork's extra bullet is the mechanical reason that pile works: each marked gun gains a projectile, and the minigun fires constantly. I am not telling you to farm four of them. One minigun, one fork, and a repeater is the same idea at a size that fits a normal bag.
Arms and a barbell
Another post uses two robot arms and a barbell to hold more weapons than the starting hands allow. The arm does not create cells. It pays the hand cost. Use it when the grid still has room and the hand counter is the thing stopping a third gun.
Scythe and a katana
Death discussions pair the scythe with a stack of health kits and either the katana or the spear. Version 1.0 raised katana damage by 25 percent. The scythe is a one-time revive that then becomes a small blade. Copy Shop duplicates are a player workaround from that same thread.

Who is the best character in 1.0?
No official answer. The developer calls the Vampire one of the deadliest. Guides still send new players to Survivor.
Is there a tier list?
Not one I will copy. Competing sites publish ranks. The primary sources above do not agree on a full order.
